This is the vision for America’s Civil Defense Coalition (CDC), a proposed volunteer-based national network designed to protect and empower U.S. citizens like never before.
Our dad taught us to shoot and defend ourselves from a young age, and we loved it—it gave us confidence and a sense of responsibility. This is the kind of empowerment the Civil Defense Coalition (CDC) seeks to bring to communities across America, instilling skills, resilience, and pride in citizens of all ages.
Inspired by Proven Models for Community Defense
Modeled after successful programs like Australia’s volunteer State Emergency Service (SES) and Switzerland’s citizen defense initiatives, the CDC would be a volunteer coalition of state-led, community-driven defense forces, prepared to tackle challenges ranging from natural disasters and security threats to community preparedness and tactical readiness.

The CDC would be an organization that every American would be proud to join and better off for participating in. Picture it: a network of well-trained citizens, equipped and ready to mobilize in any emergency, bringing local knowledge and hands-on support that bureaucratic federal agencies simply cannot match. Imagine engaging our youth, encouraging them to put down their phones and step into the great outdoors. This experience alone is invaluable—not only for their personal growth but also for rekindling a sense of patriotism and pride in America’s values. A true "Patriotic Playcation," it’s an opportunity for families to come together, learn essential skills, and celebrate our shared heritage.

Unlike FEMA, which faces delays and bureaucratic obstacles, the CDC would respond at the local level with speed, efficiency, and transparency. Past FEMA directors have warned that America is scarcely prepared for a regional disaster, let alone a national catastrophe. During Hurricane Helene in North Carolina, FEMA’s delayed response left communities exposed and frustrated.
Further damaging FEMA’s credibility, a recent whistleblower revealed that supervisors allegedly implemented politically biased policies, instructing agents to bypass homes of Trump supporters. This kind of bureaucratic corruption has deeply undermined public trust in FEMA.
To ensure long-lasting security, a solution must be rooted in integrity and driven by the people it serves.

By design, the CDC would operate as a permanent, resilient organization, immune to corruption, powered by citizen engagement, and fully accountable to those it serves. The threats America faces today are unprecedented. Among the most insidious is the influence of the Chinese Communist Party (CCP), which has quietly infiltrated critical areas of U.S. governance. Through manipulation of certain Democratic leaders and policies, the CCP has exploited our political system to weaken America’s defenses, disrupt our economy, and erode national sovereignty. This isn’t traditional warfare; it’s a covert strategy aimed at converting public officials into unwitting tools for the CCP’s far-reaching agenda. Policies that favor open borders, unchecked migration, and economic dependency on foreign resources align directly with CCP interests, leaving America vulnerable to immediate threats and long-term destabilization.

Francine Safron, my sister and a national security expert specializing in unrestricted warfare and AI wargaming technology, has developed a model for an advanced AI intelligence system that, if adopted, could empower the CDC to process and detect threats in real-time, specifically targeting CCP operatives and their networks.
